From AI4K12 to UAICS: A Methodology for Integrating Three Frameworks

Claiming to be "based on international frameworks" is easy. The hard part is answering: based on what, exactly? What was adopted, what redesigned, what added? This article publishes the full methodology, open to examination.


Begin with each framework’s coverage and gaps. UNESCO’s AI Competency Framework for Students (2024) — four dimensions by three levels — goes deepest on the human-centred and ethical, but deliberately avoids age banding, so it cannot say what a nine-year-old should learn. AI4K12 is its mirror: Five Big Ideas across four grade bands, the most complete technical progression available, with comparatively brief treatment of ethical judgement. The ISTE Standards for Students are the most mature on digital citizenship, collaboration and computational thinking — but are not an AI framework.


UAICS’s integration decisions fall into four classes, each verifiable in the knowledge map’s source column. Direct adoption: domain D1’s technical throughline follows AI4K12’s Big Ideas — perception to Big Idea 1, search and reasoning to Big Idea 2, machine learning to Big Idea 3. Dimensional deepening: domain D3 is built on UNESCO’s human-centred mindset dimension, unfolded into a six-step progression from primary school to sixth form. Cross-framework synthesis: domain D5 takes ISTE as its spine with UNESCO’s civic-responsibility content as complement. Original additions: the metacognition and computational thinking families come from no source framework; the standard marks them as UAICS additions and states the reasons — the first answers what long-term AI use does to thinking; the second supplies a capability all three frameworks presume and none assesses.


The greatest risk in integrating frameworks is collage: a piece from each, none speaking to the others. UAICS guards against it twice over — one coding system, so all 66 knowledge points sit in a single family-based progression rather than in source-framework silos; and the dual-pathway sharing mechanism, holding 14 core points in both pathways’ assessed scope so UNESCO’s human-centred core cannot drain out of the technical route. Publishing the methodology serves one purpose: turning "based on international frameworks" from a marketing phrase into a table anyone can check, cell by cell.
