Why Computational Thinking Is in an AI Standard — and Programming Is Not

The UAICS knowledge map contains a computational thinking family; at the same time, the standard has never assessed programming. The two decisions look contradictory. They come from a single judgement, worth setting out in full. First, why computational thinking is in. Decomposition, pattern recognition, abstraction — these are not coding; they are methods for making a problem explicit. And that is precisely the substrate of working with AI: breaking a task into ordered steps is the skeleton of multi-step prompting; judging which details matter is the same judgement whether one is briefing an AI or selecting features to train a model. All three source frameworks presume this capability; few AI standards make it explicit and assessable. UAICS closes the gap with two knowledge points, assessing decomposition and abstraction as applied to AI collaboration, bound to no programming language.


Then, why programming is out. Three reasons. First, programming already has a mature international standard (CSTA K-12); re-assessing it is unprofessional and unfair to children, who should not sit two examinations for one capability. Second, placing programming inside an AI standard narrows "AI literacy" back into "a coding course" — and children of reasoning and expression deserve an equally rigorous path. Third, a standard’s boundary should be honest: the Assumed Foundations Statement lists what each stage presumes and where those capabilities are learned — declaring plainly what we do not assess.


The single exception sits high on the Engineer Pathway: at E3, one knowledge point — read and modify a simple program that calls an AI model. Note the verbs: read and modify, not develop. A certification calling itself an engineer’s pathway owes its learners at least the sight of code meeting model; but what it assesses is interface understanding, not software engineering. Deepen what is yours; signpost what is others’ — a standard’s professionalism shows in the clarity of its edges
